Saudi Arabia has announced the discovery of around 110 million tonnes of raw material containing uranium concentrations in the Madina region, adding another potentially important resource to the Kingdom’s growing energy and minerals strategy. The announcement was made by Energy Minister Prince Abdulaziz bin Salman at the International Atomic Energy Agency’s General Conference in Vienna as Saudi Arabia continues to move ahead with plans for a domestic nuclear energy programme.
The number sounds enormous, but there is an important distinction: 110 million tonnes does not mean Saudi Arabia has discovered 110 million tonnes of uranium. The figure refers to uranium-bearing raw material, and the amount of uranium that could actually be extracted depends on its concentration, the geology of the deposit and whether mining and processing would be commercially viable. In other words, this is a potentially significant resource discovery, but it is not the same thing as finding 110 million tonnes of usable nuclear fuel.
Why Is Saudi Arabia Looking For Uranium?
The discovery comes at an interesting time for Saudi Arabia. The Kingdom is trying to build a broader energy mix rather than relying almost entirely on oil and gas, and nuclear power has become part of that plan. Prince Abdulaziz said Saudi Arabia’s national nuclear energy project is progressing according to plan and described nuclear power as an important part of the country’s future energy mix.
Saudi Arabia and the United States also signed a civil nuclear cooperation agreement in July, creating a framework for a long-term partnership involving American nuclear technology and equipment. The US Department of Energy described the agreement as a decades-long, multibillion-dollar partnership focused on peaceful nuclear cooperation and non-proliferation.
That makes a domestic uranium resource particularly interesting. If Saudi Arabia can eventually extract and process uranium economically, it could have access to part of the raw material needed for its own civilian nuclear industry rather than depending entirely on overseas supplies. The discovery could therefore fit neatly into Riyadh’s larger push to turn its mineral wealth into another source of economic and strategic value.
What Does The 110 Million Tonnes Actually Mean?
This is probably the most important part of the story because the headline number can easily be misunderstood.
Uranium is found naturally in rocks and mineral deposits, not usually as huge underground blocks of pure uranium. When Saudi officials refer to 110 million tonnes of raw material containing uranium concentrations, they are talking about the total material identified through geological work, not 110 million tonnes of uranium ready to be dug up and used.
The concentration of uranium within that material matters enormously. So does the cost of extracting it, the technology required to process it and whether the eventual quantity of recoverable uranium makes the project financially worthwhile. Saudi Arabia has not, in the announcement, presented the 110 million tonnes as a confirmed amount of commercially recoverable uranium.
The Kingdom is also exploring uranium that could be recovered as a byproduct of its phosphate industry. Saudi Arabia is already one of the world’s major phosphate producers, so finding ways to recover uranium from material associated with fertiliser production could give the country another potential domestic source without relying entirely on dedicated uranium mining.
Why Is This Important For Saudi Arabia?
For Riyadh, this is about more than nuclear power.
Saudi Arabia has been trying to diversify its economy and reduce its dependence on crude oil by developing sectors ranging from mining and minerals to renewable energy and advanced industries. Uranium and rare-earth resources fit into that strategy because they are valuable for energy technologies and modern industrial supply chains.
The discovery also gives Saudi Arabia another potential piece of its nuclear puzzle. A country developing civilian nuclear power needs a reliable fuel supply chain, and having domestic uranium resources could eventually provide greater control over part of that chain.
But that does not mean Saudi Arabia is suddenly ready to fuel nuclear reactors with its newly discovered material. There are several stages between identifying uranium-bearing rock and producing usable nuclear fuel, including exploration, assessment of the resource, extraction, processing and the wider fuel-cycle infrastructure.
Saudi Arabia Says Its Nuclear Programme Is Peaceful
The announcement also comes with a geopolitical layer.
Saudi Arabia has repeatedly stressed that its nuclear programme is intended for peaceful purposes and that it is working with the IAEA and international partners. Prince Abdulaziz said the Kingdom was not developing its nuclear programme secretly or outside the international system, emphasising transparency and international cooperation.
Saudi Arabia is already covered by an IAEA safeguards agreement connected to its obligations under the Nuclear Non-Proliferation Treaty. Its new nuclear cooperation framework with Washington also includes safeguards arrangements and is officially presented as a civil nuclear partnership.
That reassurance matters because nuclear technology can have both civilian and military applications. The more Saudi Arabia develops its nuclear fuel cycle and domestic uranium resources, the more attention there will naturally be on how those resources are handled and what safeguards are in place.
For now, however, the announcement is best understood as another step in Saudi Arabia’s attempt to build a domestic nuclear and minerals industry, rather than proof that the Kingdom has suddenly acquired an enormous stockpile of usable uranium.
The discovery could eventually help Saudi Arabia secure part of its future nuclear fuel supply, strengthen its mineral sector and reduce dependence on imported resources. But how valuable those 110 million tonnes ultimately prove to be will depend on something much less dramatic than the headline: how much uranium is actually there, how much can be recovered and whether extracting it makes economic sense.
