Section 144 Imposed Across Punjab, Including Murree Amid Security Concerns

The government of Punjab has declared a province-wide Section 144 restriction in several districts; including Murree hill station; for purposes of preserving peace and order within the province, as well as to prevent disturbances to public peace and safety.

As a result of increased concerns regarding security threats, public gatherings involving large numbers of people, and seasonal tourist crowd management, the government has imposed these restrictions under the Criminal Procedure Code (CrPC) which allows district level governments to impose restrictions on public assembly where there may be threats to peace or safety.

What Section 144 Means

Section 144 refers to a law that allows authorities to restrict the public from assembling with 4 or more people in specific locations for a set period. Typically, this type of law is used as a preventative measure to protect public order and prevent unrest or security problems.

In Pakistan, Section 144 is frequently imposed during times of security alerts or threats related to terrorism. It might also be applied during politically charged times with unrest or protests that may escalate to disorder. Religious events with the potential for tension or conflict may also see Section 144 applied, as may situations of public safety risks, such as overcrowding due to emergency situations.

Certain activities may be prohibited by the administration by way of an order against Section 144. Among them are the organization of protests, public demonstrations, and carrying weapons in public spaces, as well as organizing large gatherings for events in open or sensitive areas and controlling the movement of people in high-security or sensitive areas to prevent disruption.

Breaking or ignoring the restrictions imposed by Section 144 is an offence under the law and, if you do so, you may face legal action, including arrest and prosecution under relevant provisions of the Pakistan Penal Code.

Why It Has Been Imposed in Punjab

As per their official justification, Section 144 of the Code of Criminal Procedure is said to be used to address various concerns regarding safety and crowd management, particularly in high-density tourist areas like Murree, where thousands of new tourists come every weekend, holiday and peak season.

The authorities assert that the usage of Section 144 is needed to regulate the movement of the public at these sensitive locations and to be able to manage public order in an overcrowded area.

One reason provided for the use of Section 144 in Murree is that the number of yearly tourists visiting its hills regularly creates extreme congestion in terms of traffic, creates a tendency for crowds of people to form at certain locations within Murree, and creates long delays for delivery of emergency services.

In previous situations associated with the tourist influx in Murree, authorities expressed concerns for public safety and imposed temporary restrictions to alleviate conditions that could otherwise create problems for the continuing safety of the public.

Another reason for using Section 144 is to protect public order. Authority figures within Punjab province frequently use this provision in reaction to intelligence-based warnings of potential civil unrest or when there is an increased likelihood of civil unrest as a result of coordinated political activities in the affected area. Furthermore, authorities have also utilized it pursuant to surrounding assessments of potential public disorder arising from reported sensitive conditions and where pre-emptive steps are seen as necessary to preserve stability.

Extended to Airports and Airbases in Punjab

The extension of Section 144 has placed restrictions on sensitive aviation areas (such as airports and PAF airbases) for 30 days as part of their overall security and safety framework to eliminate any possibility of flight operations being inhibited, or providing a hazard to aircraft or passengers.

As a result, there are now prohibitions against activities such as flying pigeons, using drones, shining lasers, or improperly disposing of animal waste or meat, or anything else that might attract birds or create hazards, within approximately 13 to 15 km of any airport or airbase.

The authorities have stated that the restrictions are intended to maintain aviation safety at both military and civilian airports within Punjab and that enforcement will be carried out by the district administrations and other law enforcement agencies, with the restrictions remaining in effect for the duration of the order as part of continuing security and public safety initiatives.

While Section 144 restricts public gatherings and demonstrations, it is not a complete lockdown and normal daily life continues under regulated conditions. Authorities are expected to review the situation in the coming days and lift or extend the order depending on the security environment.
